From ancient times when man mastered his fears about the sea, it became the favorite scenario for trade, cultural changes, explorations and conquests, for wars, finally, for all purposes of entire and ambitious rulers to dominate and not be dominated. It was the second item after the land appropriation. Rome in the imperial period, made the sea and the Mare Nostrum sustained such property in statutory law as exclusive prerogative.
