At the juncture of the consummation of the Independence of Mexico's ruling group, he realized the urgent need to train cadres army officers, highly specialized to meet the defense requirements of the country against the increasingly frequent and threatening harassment of international powers in the expansion process. A category to which special attention was paid was the formation of an elite corps of military engineers who will focus, among other things, the renovation and / or construction of infrastructure in strategic defensive and vulnerable points along the coast. Therefore, young officers are regularly sent to Europe to acquire training that profile among which figured in the thirties of the nineteenth century Ignacio Iniestra, who would have a brilliant career about three decades in the military institution.
