The present work is dedicated to the study of the form of government of President Eleazar López Contreras 1936-1941, as a reflection of a political personalism of institutionalizing voluntarism in a period of transition that sought to build progress and sow the foundations of a democratic opening in the country. From the progressive vision of the ruler with the fulfillment of political objectives through creation and institutional strengthening, we will show his form of government and global project. It is important to highlight that for the base of the research, the Constitution of 1931 and 1936, the February Program of 1936 and the various political debates, speeches and decrees found in Venezuelan Political Thought of the Twentieth Century were taken as a starting point.
