Successful industrial development is not achieved by merely considering the function of production in the micro-economic level, or under stable macroeconomic conditions, but also on the existence of specific actions on the part of private organizations and governments oriented towards strengthening competition among the economically active sectors. Furthermore, the capacity to link innitiatives as a function of a set of political-economic structures and basic socio-cultural factors and patterns, which characterize the systematic process of competition in each country. The conclusion is that there is a marked dis-articulation between the levels of systematic competition; reflected by an incoherence in state policy, the requirements of sectors of activity and the reflex based on the real need of communities which are progressively more lacking in resources. The need is to overcome the difficult phase that represents establishing market economies directed towards better living conditions for the population; since this is an important factor in facilitating autonomous search functions and significant learning for the development of competition in sectors of Latin American economic activity.
