This paper attempts in the first place, and on a conceptual level, to reflect on certain proposals as to citizenship, keeping in mind the liberal and republican vision; in second place, to analyze them within the framework of their respective principles, and then to focus on the national level in order to demonstrate how within the new Venezuelan constitutional text, there are guidelines that point the way to the construction of citizenship. The methodological approaches to the objectives of this study were both analytical and descriptive. Among the conclusions we find that the realization of the constitution required the construction of a new alternative, mixed, social order. Finally, we attempt to approach the difficulties and some of the implications that are proposed in relation to citizenship based on this new order.
