This paper attempts a reflection as to the role of science, technology and education as factors in the development of nations, and tries to respond the question as to how these variables will contribute to the transformation of the Venezuelan social reality. This paper is part of a qualitative research effort that is based on a theoretical review, the results of which indicate the clear possibility of constructing and reaching a virtual Venezuela in the next few years, in which we foresee an interconnected and functioning country through network of individuals who are capable and trained in the use and implementation of new technologies. This vision of the country is based on the premise that the opportune implementation of the planning of science and technology should result in a connective instrument for the technological, educational and scientific variables which would permit the uniting of technological, educational and scientific variables in order to obtain specialized knowledge oriented towards the solution of problems of an increasing global dimension. Such knowledge could generate necessary the substantial changes in the national context to manage and modify or to diminish the sense of growth in the digital gap in this environment.
