Information services and inter-institutional relations are considered as actions/potentials that no organization can overlook. The objective of this article is to design a management model of information services designed under the focus of strategic management, in order to optimize inter-institutional relations in the University of Zulia. In order to achieve this objective a descriptive study was designed. For the recollection of data a questionnaire type instrument was designed and applied to 382 people divided into the following categories: 315 undergraduate students, 17 post-graduate students, 33 professors and 17 employees, in order to measure the variables: information services and their dimensions, information needs, user satisfaction and expectations, types of services, and definitions of policies and norms. Finally it was concluded that the following are necessary: 1) T put into operation the management model for information services under the strategic management focus of the DRI in order to reach the formulation, execution and evaluation of strategies that permit a better functioning and development of services; 2) to make operative an effective operation of information service policies, which will permit and guide the objectives and goals proposed with greater clarity, opportunity, fluidity and coordination, and 3) define strategies oriented towards the promotion and diffusion of information services with the parameters of assertiveness, truth, and opportunity, which would guarantee the consolidation and effectiveness of these inter-institutional relations.
