Abstract

MUJICA CHIRINOS, Norbis  and  RINCON GONZALEZ, Sorayda. Conception of Development in XX Century: State and Social Policy. Revista de Ciencias Sociales [online]. 2006, vol.12, n.2, pp.205-222. ISSN 1315-9518.

The aim of this essay is to examine the different development models applied in Latin America and the Caribbean and also the most recent proposals in this field. We begin with a review of the models studied, and their conceptions of state and social policies (“cepal” structuralism and neo-liberalism) in order to outline some recent proposals: neo-structuralism, sustainable development, development on a human scale, human development, and the focus on capacities or developments such as liberty in the same areas. Basically the methodological techniques were bibliographical analysis. Finally the limitations presented by both models are presented, which leads us to affirm that the path towards development is not unique, and must be unedited, and we propose beginning with the integration of social and economic policies in order to look for valid alternatives in this area.

Keywords : Latin America; models of development; social policies; state.
