This article presents the experience of FUNDACITE-Mérida in drawing up the Regional Innovation System (RIS - SRI, Sistema Regional de Innovación) for management in science and technology in Mérida during the last three years, developed as part of the National System for Science, Technology and Innovation in the Venezuelan State. RIS is conceived as a structure, product of the convergence of interests among diverse entities or actors in the region, whose purpose is the development, diffusion and use of technology and innovation in the local sphere, in order to resolve problems efficiently through the use of effective instruments that produce an impact on the integral development of the State of Merida, including the social, political, economic and cultural spheres. The fundamental elements of RIS are the networks of allies, networks of productive innovation, reproducible projects and management processes in science and technology. These have been created using methodology where the participation of the communities and other involved actors is fundamental. The formation process is presented based on the mechanisms designed on the national and regional levels to make scientific and technological activities in the State of Mérida viable. This has resulted in the design of a group of projects, programs and other mechanisms that make the established plan for science and technology in the State of Mérida operable.
