Abstract

The changes in social policy impelled by the national government due to transformations in the institutional framework at the end of 1998, gave way to the design of a new organizational strategy in public health. The purpose of this study is to explore the policies and management of the Barrio Adentro Progam in the State of Zulia. An exploratory-descriptive type of research was performed, based on a review of official and hemerobibliographic documents, as well as interviews carried out with informants key to regional management of the program. Results revealed: 1) development of a central policy implemented parallel to what was being executed by the State apparatus, 2) convergent presence of a multiplicity of State institutions, 3) deconcentrated-horizontal decision structure, 4) source of financing coming from the State, 5) personnel enjoy job stability, 6) managing personnel function under the regime of commission for services, 7) services are rendered for free and are based on primary attention. Conclusions were that Barrio Adentro has developed under a management style parallel to traditional forms of organizing health systems
