Globalization and the current financial crisis are forcing nations, including Mexico, to adapt the economic, financial and productive structures of companies and public institutions as a premise for surviving in a volatile and changing environment. Against this background, the purpose of this study is to analyze and interpret university management problems in order to explain its system of governance as a form of social insertion and the management of its financial model as a sustainable form for future viability in the light of governance and organizational theory. In this context, the public university considered as a social system, is forced to formulate novel policies and lines of action that allow it to obtain and distribute the resources needed to fulfill its mission by applying the normative perspective of governance that permits its insertion in the community and a financial model that provides future sustainability, aligning strategic actors in the institution in the search for a common aim.
