The objective of this research is to explore the administration of citizen information policy in the Mayors Office in Maracaibo over the period 1990-2000, as an antecedent to the promulgation of postulates that give value to information and information policy in the 1999 Constitution. The methodology included theoretical review, the application of a semi-structured questionnaire applied to City Council members and directive personnel in the Mayors Office, and documentary review of local management. The results give evidence to the fact that information policy are grouped in: training, resources for information management, communicational media and mechanisms for participation; the management models applied were basically bureaucratic with certain participatory aspects; in the formulation of the same the passivity of citizens prevailed, and in the implementation there was little control and follow-up, only statistics as to activities undertaken and annual reports. The conclusion is that the administration of citizen information policy in the periods under study did not represent a priority function, but only a complement to the rest of the policies existing in other sectors
