In recent years, the public sector has been the subject of several transformations (health, education, tourism), many of them with the purpose of improving public service delivery through the introduction of novel tools that generally come from the private sector. With the objective of better analyzing this type of reform within public administration, this article pursues a double goal: on one hand, to describe the public policy transfer model in order to understand governmental management processes; and on the other hand, to explore the main elements of the lesson-building model from the outside in order to better understand the different processes and elements in administrative reform. Experiences of the Mexican Council for Tourist Promotion and the Planning Commission of the State of Jalisco are taken as application references in terms of the normative, regulative and cognitive aspects of the institutional perspective. Methodologically, the article begins with the above-mentioned experiences to illustrate the distinct learning and lesson-building mechanisms to demonstrate characteristics of the institutional dimensions under which the processes of institutional transformation and administrative reform take place.
