The objective of this study was to generate an approximation to an education management model for the III Cycle of elementary, secondary and professional Education in Venezuela. The communicative, technical, participative and developmental dimensions of the personnel within the organization were considered. The research was undertaken within the feasible project modality following the next phases: (a) Diagnostic; (b) Viability Study, (c) Model Designing. The fieldwork was developed at "José María Dominguez" school in Lara State's school district Nº 1. The main sources of information were the school principal, section coordinators, teachers, students and a member of the School's Parents Association. The ethnographic information was collected through observations and interviews. The triangle technique was used to compare, contrast and corroborate the collected data. This ethnographic information was analyzed and interpreted by categories. It was concluded that the school management showed limitations in defining the institutional vision and mission, regarding internal communication flow, assuming management processes and promoting personnel development policies. Based on these results, some strategies were designed intending to optimize educational management.
