This paper seeks to inquire into the linkage between Management and Curricular Development. That linkage is based on the assumption that management is a fundamental anchor for the performance of curricular action under an excellence criterion. Ideas are specified regarding the managerial points of reference; one of these is participatory decision making and its link to the curricular decision-making processes, particularly the development of curricular designs by consensus, in contextualized and decentralized fashion. The megatrends in management and curricular development are examined and close attention is paid to some urgently needed public policy decisions to deconcentrate and decentralize government functions relating to curricular development and evaluation, and to school supervision. The conclusions are as follows: a) this linkage is influenced by the handling of managerial issues such as participation, acknowledgment, openness, specialization, commitment, and communication; b) it is necessary to perform processes such as decision making, delegation of functions, and conflict management wisely; c) the megatrends point to a given human profile needed to enhance quality of life in the future and to patterns indicating a movement toward student-centered education; and d) there is a need to make far-reaching decisions to reinvigorate Venezuelan education within a framework of autonomy for the schools but grounded in new paradigms and conceptions of educational science, and especially as regards curriculum, evaluation, and school supervision.
