The purpose of this work is the evaluation of the Research Function in the UPEL-IPB Institute. The design was based in its descriptive character which was used by the Commission Responsible for the evaluation of the research activities (CIREI-UPEL) in the eight institutes that constitute the UPEL. It took three years and we worked in 5 phases. Phase I, preparatory phase, we ask to different specialists, worked the bibliography, copying and analyzing other studies and theoretical references. Phase II, consultation, was developed to define criteria and indicators. We obtain 18 common criteria and 257 indicators shared by the eight institutes that constitute the UPEL. In phase III we analyzed the criteria and indicators to design the instruments: interview scripts and questionnaires. In phase IV those instruments were validated and, in phase V, we collected, analyzed and interpretation of the information which was processed attending its quantitative and qualitative nature. The evaluation detected that the research function of the UPEL-IPB shows great advances in relation to the amount of researches that are in development as well as programs and sub-programs, the infrastructure, technological equipment and bibliographical resources that could back the research, between others. We also notice weaknesses in the communicational process and support from the departments. The results and the suggestions derived from the interviews and questionnaires will have practical implications that will be useful to promote the research culture at the IPB.
