Abstract

This article studies a pressing theme in the current process of university transformation: the culture of evaluation. In recent years, continuous references pointing to the need to promote it in universities combined with a lack research have raised interest to develop this line of research. The main goal is to generate a body of theoretical propositions that can serve the Pedagogical Institutes as a model for reflecting upon the problem. From a qualitative perspective, the data was examined using the fundamented theory and the continuous comparative method in order to establish a framework of categories and its properties. Among the conclusions, it is important to mention that the evaluating culture is a developing concept that points to the need to assess on a constant base. Evaluating is a complex and multidimensional process involving several components such as: vision, values, behaviours, routines, social and organizational context, present and past experiences, epistemological, theoretical and methodological aspects.
