The history of the hearing impaired in Venezuela has been written from the point of view of the persons education and has shifted from a strict clinical perspective to a socio-anthropological vision. This movement has significantly influence the pedagogical approach applied to this sector of the society. Such approach is described in the Integral Educational Attention Model for the Hearing Impaired (1998) which does not satisfy the needs and requirements of the students. This is the reason why it was necessary to analyze, review and strengthen the sociolinguistic, pedagogical and political factors that have shaped the integral development of the hearing impaired. This study proposes the creation and implementation of a new model, the Integral Literacy Model for the Deaf (MIDAS), where all factors involved in this specific education process were taking into account. The integral model was centred on the production and comprehension of Spanish texts while respecting the Sign Language and encouraging participation and active training of teachers, parents and custodians, all of this in a context of relevant learning. The study resulted in improving the relationship between the hearing impaired and the written code as a second language.
