This paper aims to explain the behavior of the Bases and Functions of Strategic Processes in the development of the Universidad de Valparaiso, Chile. The research was conducted through several methodological steps that were included in the validation of the theoretical dimensions, the analysis of the documentary record, the categorization derived from analysis of the interviews and, the analysis result of discrepancies in accordance with the Malcolm Provus Model. It follows that Universidad de Valparaiso recognizes the foundations and functions as the foundation of the Strategic Process; however, according to various sources of data, there is discrepancy of opinion and knowledge of these processes. Since the University is in the beginning of a Strategic Planning process, continues a situation that is ratified in accordance with the application of gap analysis model.
