The purpose of this paper is to create a group of theories to support students of reading English as a foreign language; during their teaching develop process. The aim of this investigation is reached through: a) the analysis of the preexisting theory of teaching of reading skills and metacognition and b) the construction of an emerging theory to teach reading, at higher education level, with emphasis on metacognition. The used methodology, based on a qualitative investigation, considered previous references and conducted interviews to experts on this field. The results of this investigation are related to the emerging conception given by the key elements of the initial teaching/learning stage of the process context. This theory can enhance the reading mediation processes of technical-scientific texts that are written in English in university reading programs. It could also decrease the selfteaching effort of new, or without experience, professors.
