The objective of this project is to design strategies to strengthen the financial sector as a support to the R&D&I activities of PYMIS in the Bolivar State, Venezuela. The importance of this research is the development of the R&D&I activities in order to maintain the competitiveness level of the PYMIS, which in many cases require high financial resources that frequently they do not have. The study is a non experimental research of the evaluation type for the first phase, and applied for the second. The present situation of the financial conditions of the projects of R&D&I in the PYMIS of the Bolivar State was diagnosed and then strategies were designed to improve the connection between the financial sector and the PYMIS of the Bolivar State, and promote their technological development. The sample under study was 27% of the 26 public and private financial organizations located in the Bolivar State. One of the reasons of the poor development of R&D&I activities in the PYMIS of the region is the lack of relationship with the financial sector and the lack of information on the existing financing programs. Finally, strategies are proposed to link the different actors of the Innovation System in the Bolivar State.
