Abstract

The scientific and technological development is a potential factor for the economic and social growth of any country where universities have a leading role because they concentrate most of scientific and technological research and potential technological transfer applicable to the productive sector. University of Carabobo (UC), conscious of its role, has driven encounters to establish and create links with the enterprises in order to design an action plan to achieve Know- How transfer between organizations. Accordingly, the authors propose a strategy of Technology Transfer in Software named TecnoUC which will enable the interrelationship among University- Industry-Government. Following the IDEALSM model, this strategy was developed from a diagnosis that brought to account the existence of the elements, as well as the need of structures of intermediation and revitalizing instruments for the Technology Transfer of software in this University. TecnoUC is based in the Triple Helix model and lessons learned from North America and Europe experiences and its application will create the foundation to enhance technology transfer actions at University of Carabobo, strengthening the college-company link through the creation of synergies between the actors involved, using the tools and mechanisms to foster them.
