This paper analyzes the mission of university in a context of changes imposed by globalization and technological advances. The higher education institutions and the government organisms that establish public policies for education should prepare for these changes, as research is made up of teaching itself. Brazilian universities are approximately 80 years old, their historic time is minimal compared to European universities; nonetheless, they have made an important contribution to our development. The solutions we are searching for in light if the current crises look to guarantee their permanence, as well as a change in the paradigm for their betterment. Brazilian society needs and requires proposals from the universities that would make them more egalitarian and just. Using texts from the area of education, constitutional and legal texts, articles, news and research in newspapers and magazines, the public policies for the area are focalized. We start with an analysis of Fernando Henrique Cardoso’s government, and then point out the attempts to reverse these policies during Luis Inácio Lula da Silva’s government.
