In Venezuela, the local governments elected directly are an option for the exercise of democratic freedoms since the 1980 ’s. But in the following article we warn that the introduction of efficient policies for education decentralization is still a huge challenge. Thus, the creation of the state educational councils as a decentralization strategy for education is still a strategy to be evaluated. Besides, reality shows us diferent attitudes towards educational decentralization that go from not recognizing the strategies to the perception of stagnation in the decentralization mechanisms.
