This essay aims to sustain that, at least in Latin America; there is an increasing process of institutional decomposition which we will call social deinstitutionalization; which cannot escape any general logic of globalizing capitalism. To achieve this, we start from a brief analysis of national State(s) tasks when attending or unattending citizens who suffer due to their performed or unperformed tasks. With this context we move on to locating Public University; a process in which University also performs or does not perform its educational, research, culture diffusion and society-connecting tasks. Subsequently we show how the University, as it serves as mainstay, depends more and more everyday on their teaching staff sacrifice; since not hiring more personnel to take care of the demand increases workload. This has repercussions on a growing students’ exclusion who long for education in their classrooms (this is not an assumption anymore but a proven truth), as it also has repercussions on quality decrease. We conceive such reality as critical and worrying, and with an even worst future. However, we advocate for the adoption of a vision of the future centered in not giving in into the neoliberal attack and into the consideration of an achievable utopia as transforming and at the forefront practice and critic
