The existence of regional universities in Venezuela has been discussed since the creation of the Royal Pontifician University of Caracas, which by serving the needs of the main city in the Province of Venezuela ended up shocking the entire country as a whole. Something similar happened with the University of Los Andes, also created as a regional university, but with national influence by being the only university institution in the western part of the country. It is established that the thesis that in the Venezuelan case, producer of one of the current most important recourses in the world, it is impossible to think that the development of the regions will outcome in national development. Surely, it will be the contrary regardless of the balance regional development will mean compared to the development of the nation as a whole. In both kinds of development, universities should be fundamental institutions, but in order to achieve this, they must aim to become real universities; despite their serious and numerous limitations, by correcting their mistakes and facing their distortions and perversions. The goal is to build a university capable of closing the knowledge gap existing in developed countries, and at the same time working with the communities, local and national governments in all aspects important to our development
