Utopia is an expedient to imagination, even though it does not ofer absolute conditions for the realization of ideas, the possibility of achieving it in the future propels the generation of appropriate sceneries for the development of society. The success of all higher education institution depends on the clarity of discourse in relation to its mission, vision and purpose. In the same way, action strategies must respond to those three principles and be a match between what is said and done in institutional policies. Institutional doing is marked by a context of human and social values of ethical, legal and operative grounds which determine actor ’s performance and can be associated with two dimensions of institutional evolution: the philosophical dimension (being) and the executive dimension (doing). The harmony between these two is the condition for the university community to perform its substantive and adjective functions with commitment and responsibility. The following paper aims to show the conditions that must exist between the value ’s system (the must be) and the action system (doing) so both match university institution principles
