Quoting Simón Bolivar: "Morals and Education are our first needs", the psycho-educational legacy orientation left by The Liberator is analyzed in this article. His theoretical- conceptual basis integrates the main researches about human development, the evolutional interconnection between morals and logics, and the studies on the weight of moral feelings within intelligent behavior. The meaning of basic concepts suggested as characteristical of a "Bolivarian Education" are reviewed, such as: integrational, liberator, transformational, focused on the human being. The kind of morals and intelligence that should be cultivated in real human builder of a new society through a possible Bolivarian education of quality and equitable is specified; as well as the basic methodological procedure. A scope of the so-called "four fundamental educational axes" is done.
