The aim of this paper was to rescue what was done in Mexico during the 30’s in the last century, when the educational reform was imposed by the socialist education and education became controlled by the Mexican State. In order to elaborate this paper, as a methodological process, a bibliographical review of documents written and published during the reform between 1934 and 1940 was done, it was then elaborated based on the writings and publications of the social actors-subjects, whose active participation I register in this paper. In the final reflections I compare what was done then in favor of democracy from the primary school and what can happen today in a country that call itself democratic.
