This article aims to present part of the results of a finished research about the analysis of the ideological-political basis of school discourse of the civil society. The problem is tackled from the hermeneutic perspective aiming to penetrate the complex hank of the formal-institutional contexts, looking for the meaning given to the concept of civil society in the Constitutions of the Republic of Venezuela in the 19th an 20th centuries and their incidence in the formal primary education discourse. Among the findings it is revealed that civil society discourse in the analyzed context is fleeting, fragmented, neutral and excluding.
