Abstract

This paper does an interpretative analysis of the topic of citizen inclusion through information technologies (ITs) aiming to understand how participation degrees of ITs in the Venezuelan population are evaluated. The premise is that education is held on an ideological baggage that represents an elitist notion, since it excludes a good part of human beings, and today, is still associated to technological determinism that separates any responsibility that we may have in the creation of a new model of society. Some of the policies features that have been used aiming to exclude masses of human beings that have not had access to education, based on an ideological conception that denies peoples participation in social wellbeing. Last, an analytical diagnose of the current state if ITs in Venezuela is done in the search of incorporating citizens in higher educational levels, to then make some definite suggestions to reach better and higher levels of citizen incorporation based on digital features.
