This paper describes an experience where a conceptual model is built using grounded theory and the comparison comparative method. Considering that building theories is a gradual and complex process, three phases were included: Design; Gathering and Reconstruction, and Theorization. In each one, different models were produced (Initial, Intermediate and Final). The first one was done using the specialized literature. The second, through the interviewees constructions; and the third, includes the whole process. This final phase is intended to generate a theoretical corps as a conceptual model to theorize about evaluation culture, in order to contribute to the advancement in this area. This study was tackled from a qualitative focus. Data analysis was done using grounded theory and the constant comparison method to theorize from categories and their properties. Among the key conclusions are that qualitative research is a demanding and complex via, it requires higher thinking levels. Also, it was possible to build a flexible design, because in the qualitative focus nothing is prescribed or predetermined.
