Abstract

This article proposes a reflection on the constructs: prospective, change and organizational culture in higher education institutions (HEIs) and their importance especially for the Venezuelans, without claiming to be exhaustive and at an early conceptual theoretical approach, supported by a methodological document strategy, combined with the experience of the author in a Distance Education System. From The conceptual discussion and the experience cited we derive: a) the need to develop the HEI as spaces of management where they confluence and administrate resources of diverse nature which calls for effective coordination, b) the strategic role that for the management is complied by the prospective, considering his role as a roadmap to the future situation and c) the prospective the change and the organizational culture are intimately related constructs because the process of policy formulation and institutional management to the desired situation is not outside the cultural system which exists in each of them. This triad allows to state that theoretical and conceptual proposal involves taking management in HEIs as a dynamic, comprehensive and multidimensional process.
