The 1999 Bolivarian Republic of Venezuela Constitution, opens up a whole range of possibilities for fundamental change regarding gender equity. Participation becomes the official discourse at article 184, a powerful political tool to negotiate the decision to change the gender imbalance in society. In other words, give legitimacy to the social actors that may have a leading role with autonomy and power in public affairs conquering the universalization of social rights as enshrined in the Constitution of the Bolivarian Republic of Venezuela. The proposal presented is intended to develop a training process aimed to question the dialectical relationship between theory and practice, so that contributes to the training capable of leading women in public spaces, generating actions that enable to achieve autonomy and empowerment. The proposal is designed in three modules: Development of skills for the exercise of leadership with a gender focus. Ruling in local institutions. Community Development Gender and political participation. The path method was based on the gender perspective as a theoretical and conceptual matrix, which allows us to make visible the gender inequities, in order to take share from and with women
