Abstract

A participant qualitative approach to the phenomenon is made, with hermeneútical critical character. It is tried to contribute to the understanding of the phenomenon and, to the learning from the experience in the generation of Public Policies. Interviews focused to involved actors to the phenomenon were made until obtaining saturation. Previous categorization, is made a "hermeneutic triangulation" between: gathered information and evidences, some conceptual foundations theoretical, and the own preconception of the phenomenon of the author. It is obtained: a) To reconstruct and to systematize to great characteristics the history of the emitting Road Service 92.5FM. b) To demonstrate the representations of communication and participation in health for the involved actors. Communication and health like public or private good. c) To demonstrate paper and meaning of communication and means in the profit of the health, and in the re-appropriation and re-meaning of the public, d) To demonstrate paper and meaning of the communitarian participation in health and the construction of citizenship, in the generation and development of alternative public policies to face chronic diseases or social conditions, e) Some contributions to the understanding of the relative failure of the strategies of communitarian participation in health tried in Venezuela. f) Are elements for a new concept of the communitarian thing, the citizenship, the empowerment, and the constitution of a State and a Society founded on Solidarity and the common good, with citizens like protagonists.
