Since 1999, Venezuela is going through a transformation process launched by the State. The approval of alternative policies set forth in a new constitution, in laws under the constitutions frame and in other documents, are proof for a new guideline headed towards the braking up of neoliberal tendencies of the nineties. Unfortunately, regarding the management processes, the presence of old practices that prevent advancements is evident, although there is the hypothesis that in this context there are some innovative processes linked to alternative policies. The purpose of this work is to explore the presence of these processes in Venezuelan public management, linked to the new policy. The methodology was reviewed by an analysis of official documents and secondary sources, as well as open interviews with actors that have been closet o innovative processes. The results show as follows: 1) Flexible desconcentration processes that brings closer the citizen to the State; 2) Argumentative communication towards citizens, on issues of new policies; 3) A participation system that empowers the incorporation of citizens in the defense of collective interests; 4) Sectorial and Institutional articulation strategies. 5) Incorporation processes of private sector to policies of social inclusion; 6) Purchase and financing systems as promoters of social economy. The article draws the conclusion that, in the frame of a public apparatus that refuses to change, there have been some innovative processes, whose practice is still needed to be understood.
