Information Society in Latin America. A point of View About Risks and Opportunities that it Represents Abstract This article explains changes in Latin American countries produced by the Information Society. The main objectives are first of all, to show a general landscape of the new information and communication technologies’ insertion in Latin American countries, second, to stand out some risks and opportunities about the Information Society in the Latin American region. Methodologically, this article concentrates on the reflection and analysis of bibliographical sources. Some theoretical perspectives that explain the Information Society issue are integrated in a rational approach. The article concludes that the Information Society in Latin America has not a homogenous form; in fact, in the technological development that Latin American countries have reached, there are remarkable differences. Besides, the Information Society consequences represent risks and opportunities that depend on the regional decisions that are used to adopt technologies to local needs and to promote socio-technological development capacities and to take advantage of the information technologies.
