This document contains the design of a public financing model for a maternal health policy in Venezuela whose essential intervention consists on the provision of ideal environments for professional delivery care (delivery rooms). Aiming to this goal and based on the analysis of the epidemiological situation and the risk factors that affect pregnancy and childbirth care in Venezuela, we propose a modification of the CAPEX/OPEX costing method to estimate the cost per unit of care (vaginal birth, delivery by cesarean section and curettage plus uterine revision) within the framework of such a policy.
