A society with a culture of inclusion that promotes diversity and inclusion needs to be strengthened in several aspects to provide quality care and equal opportunities to all people without exception. The objective is to identify the importance of the factors that affect the attention to students with special educational needs in Peru. The study was carried out based on the documentary work presented with a systematic review methodology considering twenty-three nineteen articles with suitability. The results show that political factors, the role of the teacher and the family have a direct influence. It is concluded that the work of the family must be oriented and strengthened by the teacher in a two-way correspondence in order to achieve the student's inclusion in the educational and social environment.
