This study analyzes the effectiveness of public management regarding functional disability from a diversity and inclusion perspective. The theoretical foundation is based on New Public Management and the human rights approach. The qualitative research employed a systematic review of 30 scientific articles (2017-2024) from databases such as Dialnet, Scopus, Google Scholar, and SciELO. Results reveal that 27% of studies focus on public management and employment, followed by inclusive education at 23%. A robust legal framework is evident, but with significant gaps in its implementation, particularly in employment (50% employability) and education. The main barriers identified include structural discrimination, limited access to basic services, and low participation in decision-making. The study concludes that, while there is progress in inclusive policies, significant challenges persist in their effective implementation, requiring a coordinated intersectoral approach to ensure full social participation of people with disabilities.
