Abstract

Municipal organizations face weaknesses in communication, teamwork and supervision that limit their effectiveness. This research aimed to determine the relationship between management skills and organizational culture in municipal workers. A quantitative approach, correlational level and cross-sectional design were used. The sample comprised 120 workers from a municipality in Huaraz, Ancash, Peru. Likert scale questionnaires were applied to measure management skills and organizational culture, validated by experts and with reliability greater than 0,93. The results revealed a moderate and significant positive correlation between both variables. The organizational culture dimensions showed differentiated correlations: participation obtained the highest correlation, followed by consistency, adaptability and mission. Level analysis indicated that 51,7% of workers present high management skills and 52,5% high organizational culture. It is concluded that management skills are significantly related to organizational culture, with participation and consistency being the most influenced dimensions. These findings provide empirical evidence to design institutional strengthening strategies that prioritize the development of management competencies as a way to improve municipal organizational culture.
