The objective of the research is to propose a development program to strengthen communication skills in managers of the Provincial Government of Sancti Spiritus, Cuba. The research is developed from a quantitative approach and with an exploratory scope, where the data obtained by different methods and sources are triangulated to know the state of the communicative skills in the managers studied. The results of the diagnosis carried out; using an intentional sampling of 20 managers and 60 of their subordinates, together with the theoretical conceptions of Whetten and Cameron, contextualized to the Cuban context by Codina, allowed formulating the design of a program for the development of communicative skills following a five-stage learning model, where the rigid conceptual knowledge is agglutinated with the opportunities to practice and apply observable behaviors. Expert assessment demonstrates the relevance and feasibility of the program for the conditions for which it is proposed.
