The design of local development projects emerges as a critical phase in the life cycle of such initiatives. The objective of this study is to validate a procedure for the design of local development projects. A mixed‑methods approach was employed, in which the quantitative component comprised a centrality and frequency analysis derived from a systematic literature review, while the qualitative component focused on identifying gaps, constructing a methodological procedure for the design of local development projects, and validating that procedure. Gaps were identified in twelve previously reported procedures. A structured five‑stage procedure was designed and validated through expert judgment, yielding 100% agreement, and by means of Petri nets. Consequently, a procedure developed on a solid empirical and methodological basis helps ensure that a local development project maintains coherent alignment across all stages, thereby guaranteeing optimal outcomes for research.
