The general objective of the research was to analyze open government and citizen participation in Latin America from systematic review of policies, barriers and opportunities. The method used in the research was based on the quantitative approach, resorting to the documentary-bibliographic typology, which allows establishing the analysis of the object of study. The material analyzed included scientific research and referred works. Systematic literature review was also used. It is concluded that the evolution of open government is promising, but still faces challenges related to its uniform implementation, especially in contexts of crisis, public policies should be oriented towards inclusive digitization and constant improvement.
