The general objective of the research was to analyze the ports of commercial use, contributions to the municipal treasury and citizen participation. To develop this research, a method of inquiry, collection and critical documentary and bibliographic analysis was implemented. This approach involved a methodical, rigorous and in-depth exploration of various documentary sources, mainly scientific articles, laws and regulations, in order to describe and analyze the relevant findings. Documentary review was used as the main technique. Additionally, the inductive-deductive method was used. It is concluded that, in the context of legislative amendments, mechanisms could be implemented that ensure the municipality or local governments specific and significant economic contributions, as well as effective citizen participation, the management of public funds and the effect of port activity on the city and the port community as a whole, require a conciliation between the interests of the participants involved.
