The general objective of the research was to describe inclusive care strategies: Basic competencies and values necessary for educational environments in university education. The method used was framed from the positivist paradigm and quantitative perspective, through the search, collection, critical documentary study and bibliographic reference. The researchers organized a research process, where the study population was based primarily on written materials such as refereed papers and theses, proposing a detailed review and reflection to obtain the necessary background for the theoretical development. It is concluded that universities as centers of knowledge that train and promote the competencies of new professionals. They face great challenges that demand the cooperation, participation and integration of all members, teachers, students, society and the State. Education is a fundamental right in which all human beings can participate without distinction, they are called to foster inclusive communities.
