In the context of Peruvian primary education, the development of rules of coexistence is fundamental for citizenship training. The objective was to determine the effect of a program based on case analysis on the development of the competence "live and participate democratically", in students from Lambayeque. A pre-experimental quantitative study was carried out with a twelve-week case study, with a questionnaire and Wilcoxon test to compare pre-test and post-test. After a structured intervention, significant improvements were observed; the students’ percentage at the achieved level increased from 29% to 70%. The statistical analysis confirmed a significant positive effect on global competence and its dimensions of interaction, norm-building and participation in the common good. It is concluded that the case study program is an effective pedagogical tool to develop democratic and coexistence skills in the primary education classroom.
