This essay starts with a brief concept of cinema and its value as both an art and an industry. It discusses public cinema policy and the role of the State in promoting the film industry in Latin America. Additionally, it outlines the parameters upon which cinema policies should be based to encourage film production. In the final part of the essay, there is a brief overview of cinema policy and a comparative analysis of the legislation that has been implemented in Ecuador.
