The object of study focused on modern public management policy combined with the modernization policy guidelines in the Peruvian state, having as an ontological perception the purpose of evaluating the pillars and axes of modernization of the State in its three levels of government. It is relevant because it deals with the dynamics of administrative power that involves managed users. The qualitative Scoping review model and inductive and interpretive method were used, from a bibliographic review synthesis of scientific articles from the EBSCO and SCOPUS database. As a result, it is perceived that although it is true that there is a deficiency in the service provided by public officials and servants, it is also true that the users of the public administration do not properly fulfill their responsibilities. As a consequence, there is a crisis of government management combined with a lack of governance and governability.
