The right to vote for incarcerated individuals in Latin America constitutes a critical issue that highlights the tensions between prison policies and human rights. This article aims to evaluate the role played by human rights organizations in influencing these policies concerning the voting rights of prisoners. To this end, a systematic review of the existing literature was conducted, analyzing recent studies addressing both prison conditions and the mobilization strategies implemented by these organizations. The findings indicate that current prison policies, characterized by overcrowding and resource insufficiency, significantly restrict prisoners' ability to participate in democratic processes. Additionally, it was identified that human rights organizations have undertaken various strategies, such as awareness campaigns and strategic litigation; however, they face significant challenges, including resource shortages and associated social stigma. The research suggests that it is essential to adopt a contextualized approach that considers the political and social particularities of each country to maximize the effectiveness of interventions. In conclusion, the study underscores the need to implement reforms in prison policies and highlights the importance of a collaborative approach between human rights organizations and governments to ensure the exercise of voting rights by incarcerated individuals.
